Kenosha Water Utility approves $45,189.96 televising change order, accepts downtown sewer work and DOT agreement

Kenosha Water Utility staff and commissioners on Oct. 13 approved a change order of $45,189.96 for sanitary sewer televising and accepted several downtown sewer improvements, while also authorizing a state municipal agreement with the Wisconsin Department of Transportation that would allow lead service line replacements to be completed under a DOT contract.
Mister Czerniak, a Kenosha Water Utility staff member, summarized the items for the board and recommended approval. He said the additional televising and cleaning work is focused on heavily traveled roads where the utility’s internal crews face traffic-control constraints and that using the existing contractor offers “very aggressive pricing, so probably the same or lower cost than we could do that ourselves.”
The board also accepted public infrastructure installed as part of the downtown Block I development, which staff described as primarily involving abandonment of older sanitary mains and installation of replacement mains. A separate development agreement was read into the record for work tied to Chutes Container Systems Inc. on property north of 46th Street at 70th Avenue.
Finally, staff presented a state municipal agreement between the Kenosha Water Utility and the Wisconsin Department of Transportation to facilitate project 3240-00-07/77/87 (work described as South 32, Sheridan Road, and 50th Street to 7th Avenue). The agreement would allow lead service line replacements to be included as part of the DOT contract for that project.
A motion to approve items 2 through 5 (the televising change order; acceptance of downtown sewer collection facilities; the Chutes Container Systems development agreement; and the state municipal agreement with WisDOT) was moved and seconded, then approved by voice vote with members saying “aye” and the chair also voting aye. The board earlier approved minutes for Sept. 22, 2025, and the utility’s September disbursements by voice vote as separate motions during the same meeting.
The utility did not provide a detailed funding breakdown for the change order during the meeting; staff characterized the pricing as competitive but did not specify budget line items or funding sources. The state municipal agreement was described by staff as necessary to include lead service line replacements under the DOT contract; no implementation schedule or estimated count of service lines to be replaced was given at the meeting.
The board adjourned following the approvals.
