On finance and personnel, the council approved February adjustments, reviewed an APV register for $155,412.07 and discussed a cell‑phone stipend amendment to the 2026 salary ordinance that would formalize a $10 weekly stipend (with eligibility linked to hours worked and retroactive language back to January 2023); members moved and seconded the ordinance amendment.
Council approved Resolution 2026‑01 to reallocate $35,000 from an internal fund for an electronic sign project and later approved Resolution 2026‑06 to set aside $35,000 into a rainy‑day fund. Minutes and a prior special meeting were approved by motion.
