Westfield board accepts deputy clerk's resignation, approves travel, budget moves and intermunicipal agreements

Supervisor Martha R. Bills called the Town Board of Westfield to order April 1, 2026, and the board approved a slate of personnel, budget and intermunicipal actions by unanimous vote.
The board accepted the resignation of Debra Simpson as Deputy Town Clerk, Deputy Tax Collector and Deputy Registrar effective April 1, 2026. Councilmember William Northrop moved the resolution to accept the resignation; Councilmember David Brown seconded and the vote was recorded as Supervisor Martha Bills, Councilmembers David Brown, David Spann, James Herbert and William Northrop — all "aye." The resignation was entered as Resolution No. 25.
The board approved several routine personnel and reporting actions, including Resolution No. 26 authorizing the Town Clerk to attend the NYSTCA conference in Albany April 20–22, 2026, and Resolution No. 27 establishing the standard workday and reporting for elected and appointed officials under RS 2417-a. Councilmember David Spann moved both resolutions; both were seconded by Councilmember James Herbert and passed unanimously.
Financial and project-related authorizations included Resolution No. 28, which authorized payment and certification (Form E‑No. 9) for the East Route 5 Water Benefit District No. 2 project, and Resolution No. 30, which authorized the Supervisor to execute documents required to implement a Chautauqua County Economic Growth Fund grant for waterfront improvements on the Barcelona lakefront. Councilmember James Herbert moved Resolution No. 28; Councilmember David Brown moved Resolution No. 30. Both motions were seconded and approved with all members voting "aye."
The board also authorized the Supervisor to sign the 2026 office rental agreement and a fire protection service agreement with the Village of Westfield (Resolution No. 29). Budget Revision #2 moved $120,878.05 from Consolidated Highway Aid to Machinery - Equipment to cover a 2026 Freightliner tandem dump truck and related equipment, transferred $7,684.90 from fund balance to cover crusher run for Welch Trail (to be reimbursed by the county), and moved $60.00 from fund balance to pay a legal invoice. All budget revisions were approved unanimously.
The board audited warrants dated April 1, 2026, covering multiple funds (pre-paid general $91.86; general and highway warrants and other funds listed) and approved drawing checks to cover audited warrants. The board then entered executive session at 8:20 p.m. to discuss a personnel matter involving the Town Clerk and Highway Superintendent and returned to open session at 8:45 p.m. The meeting adjourned at 8:45 p.m.
Next procedural steps: approved resolutions will be reflected in the minutes and the Town will proceed with the authorized contract signings and project certifications noted above.
