Vendor pitches recodification, online code hosting and a 15–18 month timeline

CivicPlus outlined a multi-step recodification service for the Town of Highland on April 27, saying an assigned codification attorney would review ordinances to remove conflicts, recommend structural changes and deliver a legal memorandum, code proofs, and a sample adopting ordinance. The company described editing, indexing, proofreading, and a post-conference proof stage and said it would provide state statute references and internal cross-references in the online version.

The vendor that supplied the materials identified a 15–18 month timeline from receipt of editable materials and said the process depends on timely document delivery and review by Town counsel. CivicPlus representatives documented features of their online hosting product — including responsive design, advanced search, CodeBank history, CodeBank Compare with highlights/strikethroughs, Word/PDF export, and accessibility claims (WCAG 2.1 Level AA). Materials list J.R. Riley as the Legal Account Executive on the proposal packet provided to the Council.

CivicPlus presented detailed pricing in written materials: a one-time recodification quoted at $23,500, optional gender-neutralization $1,057, annual supplementation $3,000 and an Online Code Hosting Premium Bundle for $1,375 a year; the packet lists a “Total Project Cost $28,932.00” and a recommended annual renewable services total of $4,375. The company emphasized adherence to a deadline schedule and said additional changes or late returns of drafts could generate extra fees.

Councilors and staff took the materials for review and did not vote on a procurement path during the study session. The packet’s scope, timeline and cost figures will be available to staff for budgeting and for comparing procurement options, including whether to seek cooperative contracts or competitive bids before committing to a vendor.
