Winchester planning staff presented a routine rezoning request Nov. 6 to reclassify two adjacent parcels at 341 and 345 North Pleasant Valley Road from Highway Commercial (B-2) to Medium Density Residential (MR).
The presenter explained the parcels are each roughly 0.32 acres. One parcel contains a single-family dwelling built in 1936 that currently exists as a legal nonconforming use in the B-2 zone; staff said the rezoning would eliminate the requirement for a conditional use permit to continue or restore single-family use. The vacant neighboring lot would likewise be able to host single-family development without a CUP if rezoned.
Commissioners asked only clarifying questions; Commissioner Fox (S13) said the change "seems like the right thing to do," and no objections were raised. Staff and the applicant agreed the matter will return for a public hearing and the commission—s recommendation to City Council on Nov. 19.
No formal vote occurred at the work session. The rezoning is scheduled for public hearing where the Planning Commission will make a recommendation to the City Council.
