City finance staff told the Finance Committee that Winchester executed a successful bond sale two weeks earlier, attracting 10 bidders — the most in the city’s history — and selling the issue to Hilltop Securities at an approximate 3.74% rate.
Mary Blow summarized the sale and the S&P review, noting that the city’s AAA rating reflects a growing regional economy, sizable reserves and conservative financial practices. "We had 10 bidders, which is the most the city has ever had," she said, and staff emphasized the value of the AAA rating for lowering long‑term borrowing costs.
Staff also summarized S&P’s assessment: the rating agency cited regionalized revenue streams (tourism, hospital and university activity), long‑term financial planning, strong reserve policies and pay‑as‑you‑go capital practices. Committee members asked staff to highlight those points in the full council packet so councilors and the public can readily see the fiscal strengths that support the rating.
A committee member moved that the ratings report and associated presentation be shared with the full council before the end of the year; the motion carried on a voice vote recorded as unanimous.
