Committee forwards text amendment to allow narrowly defined specialized cleaning services by right in B‑1

Winchester staff and the applicant told the Development Committee they developed a narrowly worded definition to allow specialized cleaning and restoration companies to operate administrative offices and limited on‑site laundering/contents‑cleaning in B‑1 (Central Business) if they meet strict performance standards. The privately sponsored amendment would add a definition and specify performance criteria, including that cleaning operations and equipment be fully enclosed, that no heavy refinishing or outdoor storage occur, and that odors, vapors and noise not be emitted.

Applicant representative (Mr. Pfeiffer / Gear Clean LLC) described typical operations: contents from a fire or water loss are boxed in ‘‘jack boxes,’’ soft contents are laundered on‑site in commercial washers, and hard contents are wiped down and stored until the property is rebuilt. "So basically, all we do is launder and then hand‑wipe our contents," the applicant said. He emphasized the firm does not refinish wood or operate an industrial dry‑cleaning process on site and that non‑salvageable materials are disposed at the loss site.

Committee members asked whether the use should be treated by CUP rather than by‑right across the entire B‑1 district; staff said their recommendation is to retain the by‑right pathway only if the performance standards are sufficiently tight and enforceable. After discussion the committee voted to forward the text amendment to council recommending approval so the matter can be decided at the council level.
