Board declares intent to be SEQRA lead agency for 662 Main Street proposal

Mount Kisco’s Planning Board declared its intent to be lead agency under SEQRA for a proposed mixed-use project at 662 Main Street and requested additional design details, including landscaping variety, a covered walkway, turnaround area and screening for rooftop equipment.
At the March 24 meeting the Planning Board heard a presentation from the 662 Lex LLC project team (attorney Charles V. Martabano, architect Erik Kaeyer and engineer Richard Williams) on a proposed building at 662 Main Street. Mr. Kaeyer presented photorealistic simulations and Mr. Williams discussed parking layout, traffic patterns and a refuse enclosure for which a variance may be required.
Board members suggested more landscaping variety, a turnaround area in parking, aligning the crosswalk on Main Street with the parking-lot entrance, adding a covered walkway for people with mobility issues and screening rooftop equipment. The Village Planner noted the board could declare intent to be lead agency to initiate SEQRA; Chairman Michael McGuirk introduced that motion, which carried 5–0.
The board also requested that photorealistic angles be provided in future submissions and that the applicants consider screening and circulation adjustments identified during the presentation. Next steps include SEQRA lead-agency processing and follow-up submissions with detailed simulations, landscape plans and any variance materials for the refuse enclosure.
