Committee hears construction and HVAC updates and prepares for maintenance contract transition to Sodexo

On construction and bond finance, staff said 11 projects remain to be closed under the 2019 referendum and reported $826,000 of remaining available funds as of the end of last month; for the 2023 referendum projects are generally green for budget and schedule with site work and GMP reviews underway at several schools.
On HVAC and maintenance, staff reviewed the district's 2022 facilities condition assessment that identified substantial HVAC replacement needs (the 2022 FCA documented roughly 1,500 units needing replacement by 2030). Staff said the district has committed about $32.5 million to HVAC investments and spent roughly $20 million since 2022; supply-chain and refrigerant transitions (R-22 to R-410A and then to newer refrigerants) have affected delivery schedules for some units.
The operations committee also heard about the facilities-maintenance vendor transition: the new provider, Sodexo, was described as having completed interviews, selected a maintenance director and agreed to a staffing structure that pairs HVAC technicians with preventive-maintenance (PM) technicians. Staff said the new contract is scheduled to start Oct. 1 and includes strict staffing and penalty provisions intended to improve preventive maintenance performance and reduce major summer failures.

Several board members pressed for clear plans for long-term replacement scheduling and how HVAC investment would be packaged for future referendums.
