Committee reviews tighter commuting rules for district vehicles and a new AED administrative regulation

Operations staff presented updates to two administrative regulations: a rewrite of transportation rules (OS 41/OS 41.1) addressing vehicle-commuting eligibility and a new AED administrative regulation standardizing placement, inspections and training.
On commuting, staff said the proposed rules narrow who may take district vehicles home, require written supervisor approval, compliance with IRS commuting guidance and payroll deductions to account for personal use. “The 1st section a says, employees or contractors are not permitted to take BCSD vehicles home unless they comply with the IRS publication…that basic commuting rule…means you're gonna get charged for taking your vehicle home,” staff said, explaining the finance department will calculate the taxable commuting amount.
Board members probed fairness, recruitment impacts and exceptions for on-call maintenance staff. Members asked for clearer wording that states the prohibition up front and then enumerates exceptions (emergency or exigent circumstances authorized by a principal or relevant department head); staff agreed to revise the language and noted the change is timed to an October 1 vendor/contract transition.
On AEDs, staff described a new AR establishing where AEDs will be located, monthly preventative-maintenance checks conducted by maintenance, portable AEDs required for athletic trainers and training consistent with the Ronald Rausch (Rausch) law for grades 9-12. Staff said AED inspections will be tracked in the district preventive-maintenance program and incident-report forms will be completed when an AED is used.
What happens next: staff will revise the transportation text for clarity and return proposed AR language for committee review; the AED AR will be finalized with referenced incident-report forms and training schedules before being placed for approval.
