Topeka council approves routine financial measures, waives $118.99 utility balance

President Adam Lambright called the Topeka Town Council to order at 4:00 p.m. on Feb. 24, 2025. The council approved a slate of routine financial and administrative actions and set several permit items for further consideration at its next meeting.
The council approved minutes from its Feb. 10 meeting after a motion by Council Member Steve Schrock and a second from Ray Folk; Justin Geigley was recorded as abstaining on the minutes. Claim payments presented at the meeting were approved on a motion from Ray Folk and a second from Justin Geigley.
The council adopted Resolution No. 2025-46 to authorize payment of necessary bills from Feb. 24 through Mar. 24, 2025. The body also approved Resolution No. 2025-47 to authorize transfers connected with the Bakertilly rate study, a motion moved by Ray Folk and seconded by Justin Geigley.
A request from resident Jeff Coney concerning a final utility balance at 216 Yoder St. was granted: the council applied a $50 deposit and approved waiving the remaining $118.99 balance. Ray Folk moved the action and Steve Schrock seconded; the motion carried.
Council members approved a correction to 2022 fund paperwork by moving funds from Fund 4445 to Fund 3311, on a motion by Justin Geigley with a second from Marlynn Mast. Clerk-Treasurer Lea Parks reported the town submitted the 2024 Annual Financial Report to the newspaper on Feb. 24 and that publication is scheduled.
Several agenda items were tabled to the March 24, 2025 meeting for further review, including a concession-stand request at 802 W. Lake and a greenhouse permit at 525 N. Main, as well as a West Park electric quote.
The council noted the death of former Town Marshal Carl Stoltz (22 years’ service) and directed that flags be flown at half-staff for funeral arrangements. President Lambright adjourned the meeting at 4:53 p.m.; the next general meeting is scheduled for March 24, 2025, at 4:00 p.m.
