Union City council authorizes sinkhole repairs, easements and small land purchases in unanimous votes

Union City Borough Council on Aug. 13 approved a string of unanimous motions to address infrastructure, land use and grant‑funded recreation improvements.
Streets Supervisor Bob Phillips and outside consultants described a sinkhole at Municipal Lot #1 caused by a failing 24‑inch clay tile. Insight consultant Bob Carpenter and Engineer Tim Wells recommended replacing the damaged tile in the sinkhole, reconnecting pipes, installing a larger catch basin and replacing roughly 10 feet of pipe. Two written estimates were presented: Mansfield at $22,295 and McLallen Construction at $23,450; both would require the Borough to provide a truck during the work. Council approved a motion by Councilor Steadman, seconded by Councilor Osborn, to contract Mansfield for the $22,295 job; the motion carried unanimously.
The council approved a retroactive easement agreement with property owner Anthony Hickey at 104 East High Street to allow the Borough to install a catch basin that will connect to a PennDOT basin; the owner will dig and maintain a ditch and install the connecting pipe, while the Borough accepted responsibility for the two catch basins and approximately 60 feet of pipe.
Council accepted the 2025 Minimum Municipal Obligation notice: $48,029 for the non‑uniform pension and $0 for the police pension, and approved the MMO figures on a motion by Councilor Joyce seconded by Councilor Kerns.
Erie County Planning had approved survey maps for a subdivision shifting property from 92 West High Street to combine with 88 and 90 West High Street; Council approved and signed the subdivision. Council also voted to purchase a small adjoining parcel from 8 South Street for $500 to expand Municipal Lot #3, subject to survey and solicitor paperwork.
Solicitor Tim Wachter reported he is drafting an easement with the American Legion to install and maintain a kayak/canoe launch along French Creek at the ball field; the launch will be installed using funds from the PA Fish and Boat Commission and support from the PA Environmental Council. Council approved the easement on a motion by Councilor Osborn, seconded by Councilor Joyce.
Council also agreed to move regular meetings beginning in September through April 2025 to the first and third Monday of each month at 6:30 PM (next meetings Aug. 27, 2024 and Sept. 16, 2024 because of Labor Day). The meeting adjourned at 7:06 PM; a subsequent executive session to discuss personnel and contract ran until 7:52 PM with no action taken.
