Union City Council approves stormwater repairs, awards trail contract and adopts broadband resolution

Union City Borough Council on July 23 unanimously approved several routine and project-specific actions including a stormwater repair in Municipal Lot No. 1, a contract award for the Devereaux Park/French Creek Trail project and a resolution to pursue Broadband Ready Community designation.
Council accepted a $5,000 quote from Mansfield to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough supplying pipes and fittings. Two quotes were discussed: McLallen Construction at $6,800 and Mansfield at $5,000. Councilor James Kerns moved to accept Mansfield’s quote and Councilor Steadman seconded; the motion carried unanimously.
Bids for the Devereaux Park/French Creek Trail project were opened and Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded to award the project to Vavala Concrete; the motion carried unanimously.
Solicitor Wachter recommended clarifying language in the borough’s Right-to-Know Rules and Regulations regarding anonymous requests. Councilor Osborn moved to approve the update and Councilor Steadman seconded; council voted unanimously to adopt the revision.
Earlier in the evening a public meeting on the Broadband Ready Community designation was held at 5:45 P.M.; no members of the public attended. Council voted to adopt a resolution authorizing application to the PBDA for the Broadband Ready Community designation and to appoint Erie Area Council of Governments as the borough’s Municipal Broadband Champion. Councilor Kerns moved to adopt the resolution and Councilor Winkler seconded; the motion carried unanimously.
Council also reviewed amendments to the parking and zoning ordinances and agreed to send the zoning changes to Erie County Planning and Union Area Planning for comment prior to advertising the ordinance for public review.
The meeting opened with routine motions to approve the agenda, minutes from the July 9 meeting, the secretary’s report and to pay unpaid bills; each carried without dissent. The public meeting adjourned at 6:38 P.M.; an executive session to discuss personnel and contracts followed from 6:42 to 7:37 P.M. with no action taken.
Next steps: zoning amendments will be routed to regional planning for comment and the borough will coordinate with Erie Area COG on the broadband application timeline.
