Union City Council approves canoe/kayak launch contract, removes lien and OKs Renaissance grants

Union City Borough Council on Aug. 27 approved a package of small capital and grant actions intended to support recreation and property improvements in the borough.
The council unanimously accepted a $16,679 quote from Construction Services of PA to install a canoe and kayak launch at the American Legion ball field, contingent on the borough receiving an easement from the American Legion. Borough Manager Cindy Wells presented two quotes; Blum Property Services submitted $18,541.50 and Construction Services of PA submitted $16,679. Because the project cost was under $23,200, the borough did not require formal bidding.
Wells also reported that the borough holds a lien against 121 East High Street for approximately $2,690. Councilor Kerns moved and Councilor Steadman seconded a motion to remove or satisfy the lien for the full amount; the motion carried unanimously.
On grant awards, Wells said seven applications were received for the Renaissance Grant program totaling $60,606 in proposed project costs and requesting $23,600 in grant funding. With $90,547.35 available in the Renaissance fund, council moved to approve the seven recommended applications, awarding the full $23,600 for the 2024/2025 grant period. Council also passed a resolution accepting the Erie Area Council of Government audit report as presented.
Wells said the borough will send a letter of support for a PennDOT Charging & Fueling Infrastructure Discretionary Grant Program application focused on the US Route 6 corridor. Council decided not to advertise for towing bids.
The meeting record shows each motion carried unanimously; the council adjourned at 6:19 P.M.
