At its April 14 meeting the Hobart Sanitary District approved a series of infrastructure repairs and engineering actions covering street spot repairs, culvert work, dam inspection and stormwater permitting.
City Engineer Tim Kingsland presented proposed spot repairs on Lillian Street; one full-repair quote of $99,485 was received and the Board approved the work contingent on CCRM funding (motion by Mr. Jim Mandon, second Mr. Joe Broadaway; vote 4–0). For Frontage Road in front of Boomtown Fireworks the Board approved awarding the culvert and spot repair work to H&G Underground Utilities at a not-to-exceed amount of $59,906.10 after Mr. Alex Metz recommended the firm; Board vote was 4–0 (motion by Mr. Joe Broadaway, second Mr. Jim Mandon).
The Board approved a not-to-exceed $7,395 contract with Lawson-Fisher Associates for the bi-annual dam inspection and limited Emergency Action Plan updates; staff said the Little Calumet River Basin project will replace the structure with a new dam due in mid-2027.
On stormwater permitting, Mr. Michael Novotny reported that the Indiana Department of Natural Resources is requiring detailed hydraulic modeling to confirm 100-year water surface elevations for a proposed 5th Street culvert extension. Wessler Engineering presented three options—comply with modeling (about eight months, ~$90,000), detailed survey work (about two years, ~$100,000), or redesign to eliminate culvert extensions (about 90 days, ~$14,600). Wessler recommended Option 3 to redesign wingwalls and avoid IDNR’s modeling requirement; the Board approved that recommendation (motion by Mr. Joe Broadaway, second Mr. Jim Mandon; vote 4–0).
The Board also approved Amendment No. 4 to Task Order No. 1—an additional $27,000 for engineering review services related to projects submitted through OpenGov—bringing that Task Order to a total of $83,000 (motion by Mr. Joe Broadaway, second Mr. Jim Mandon). The Board authorized Wessler Engineering Task Order No. 14 to begin preliminary work on Old Ridge Road culvert improvements at a not-to-exceed amount of $95,850 (motion by Mr. Joe Broadaway, second Mr. Jim Mandon). Staff noted an asbestos-abatement estimate of $115,000 for the Wastewater Treatment Plant demolition as an informational update. Task Order No. 15, which would fund construction-phase SWPPP inspection services for the data center, was tabled for consolidation at a future meeting.
Board members voted unanimously on each motion. Next steps include finalizing contractor notices for affected properties, completing redesigned plans for the 5th Street culvert permitting, and returning with Task Order No. 15 details at a subsequent meeting.
