Planning Commission approves Courtyards phase 2, Richmond Square plat and Vision Professional modification; tables accessory-structure variance

The New Albany Planning Commission on Sept. 15 approved multiple final plats and a minor development modification and tabled an accessory-structure variance for further applicant participation.
Final plat FPL 64-20-25 (Courtyards at Haines Creek, phase 2) was presented by planning staff as a phase that will create 56 residential lots, four reserves and two new roadways (Heidelberg Drive and Marietta Drive), plus several roadway extensions. Staff reported that phase 2 conforms to the previously approved preliminary plat and final development plan and that engineering comments had been addressed. The commission admitted the staff documents and voted unanimously to approve the final plat.
The commission also considered and approved final plat FPL 70-20-25 (Richmond Square Lot 10) to subdivide a 0.75-acre site into six townhome lots and one reserve (private drive). Planning staff requested Franklin County engineer review, submission of subdivision deed restrictions, and confirmation of any required utility easements in Reserve A. The applicant’s representative said CCRs had been provided to staff and confirmed a private sanitary line will run through Reserve A and be maintained by the subdivision owners; the commission approved the plat with all votes in favor.
Separately, the commission voted unanimously to grant final development modification 71-20-25 for the Vision Professional building. The request, described by staff as a minor modification, bricks in several previously approved windows on east, west and north elevations to accommodate office/medical rooms and conceal mechanical equipment; staff and commissioners said the change is consistent with the approved use.
An accessory-structure variance for 7820 Straits Lane (variance 69-20-25) — a proposed 12-by-16 pergola and paver patio that would encroach up to 4 feet into required setbacks and could sit within about 2 feet of the 100-year flood elevation — was presented but the applicant was not present. Staff and engineering noted uncertain elevation verification and potential floodplain implications. Commissioners voted unanimously to table the item to the next scheduled meeting and asked staff to contact the applicant so a contractor or homeowner can be present to discuss alternatives.
