Board urges deeper look at streams and arboretum upkeep after resident reports of damage

Board members and residents raised concerns about the health and upkeep of local waterways and an arboretum during the meeting. The chair reported a recent landowner mailer for the Stream Bridal/Rose Run area and asked staff to expand outreach to larger landscape companies. Participants pointed to Rose Run and Sugar Run as candidates for cleanup and monitoring.

A resident said parts of Sugar Run have been dammed at Central College and that debris and old mulch frequently collect in the waterways. Another participant urged a citywide evaluation of stream corridors to document trash, invasive species and water-quality indicators and recommended engaging scout groups, schools and the city’s public-works staff in cleanup efforts.

Separately, board members discussed Sprague and Swicker Woods arboretum, where signage and plantings have suffered damage and some planted trees have died or been uprooted. Members suggested two tracks: immediate maintenance (mulch, signage repair, trail work) coordinated between school staff and public works, and longer-term options such as foundation or grant funding to refresh the site and formalize stewardship.

Staff committed to checking with Franklin Soil and Water about their inspection reports and to return to the board with information about the reports’ findings and any recommended follow-ups.
