Consultants presented a master sign plan and preview-room pilot intended to improve legibility, maintenance and nighttime presence in New Albany's village center. The presentation proposed objective "good repair" triggers for damaged signage, illumination standards (uniform Kelvin ranges and glare control), clarified sidewalk sign (A-frame) rules, and a model storefront pilot to help tenants upgrade aging signs.
The team said the preview room (a physical mockup on display next door) will allow board members and staff to see material and lighting samples before drafting code language. Proposed code tune-ups include objective triggers for repair or replacement (peeling finishes, missing characters, severe fade), recommended Kelvin ranges and dimming/curfew guidance, and clarified placement zones for sandwich boards to protect pedestrian circulation.
Board members supported the idea of a monthly or bimonthly district walk-through to document maintenance needs and encourage voluntary compliance before formal enforcement. Staff said information presented in the preview room will be shared publicly and that decisions requiring votes will be taken on the record in the main meeting room.
Next steps: consultants will leave preview-room materials up for review, share digital materials with the board, and work with staff to draft proposed code amendments for ARB consideration.
