ARB approves pavilion typology for Rose Run 2 and clears pavilion design

The New Albany Architectural Review Board approved two related agenda items for Rose Run 2: ARB81-2025, which adds a pavilion building typology to the Urban Center Code for the project site, and ARB76-2025, the certificate of appropriateness for the pavilion itself. Both approvals passed without conditions.
Staff described the pavilion as a low-profile, metal-clad structure with minimal structural elements and dark tones intended to "feel quiet in the landscape and blend in naturally." Adrienne Jolley, the city's director of administrative services and lead on the project, said the design responds to prior veteran focus-group input that the Veterans Memorial should be accessible and visually open to the public: "They did not want a Veterans Memorial that felt kinda closed away from the community," she said.
The pavilion will include restrooms and utility storage consolidated into one structure to preserve open park space. Staff said setbacks, parking (including multiple bicycle parking locations) and landscaping were addressed in the typology and that the pavilion aligns with form-based code objectives. Board members asked about potential vendor or café uses; staff said those options could be considered in future iterations but are not part of the current approval.
The approvals clear the way for final design and permit-level submittals. The pavilion, once built, will be intended to support everyday park use in addition to ceremonial functions.
