The Planning Advisory Commission on May 21 recommended approval of a five‑year Interim Use Permit for a portable ready‑mix concrete plant operated by Knife River at the existing Toth Pit in Livonia Township.
Knife River representatives said the plant would support on‑site production of ready mix for contractors, using a bag house for dust control and calcium chloride and watering on haul roads to manage dust. Township representatives and MnDOT and county road staff had no objections in the record; the mine already operates under a Conditional Use Permit. Staff recommended conditions including a five‑year permit term, adherence to the site plan, dust mitigation, and compliance with all federal, state and local permits.
Commissioners noted the mine’s existing operational controls and the presence of other aggregate operations in the area and recommended approval with six conditions including hours of operation, adherence to noise and air standards and county inspection rights. The recommendation will be forwarded to the County Board for final action.
