Commissioners discussed whether a time-limited check-in would be appropriate; given the plant’s industrial context and prior performance, the commission and applicant agreed a 10-year review period with ongoing staff oversight would balance operational needs and community protections. The commission admitted the staff report into the record and voted to approve the conditional use with the additional 10-year expiration condition.
The approval will be subject to the staff report’s recommended conditions, and the city will review the operation if complaints or changes arise before the 10-year review.
