Holgate council authorizes mayor to seek Ohio EPA loan to design water-system improvements

The Holgate Village Council on June 24 voted to authorize Mayor Elva Wyandt to apply for an Ohio EPA Water Supply Revolving Loan Account agreement to fund design work for a village water-systems improvements project. The motion to approve Resolution 24-05 passed with Medina, Rothman, Stephy and Hohenberger voting yes and Chris Healy absent.
Representatives from Wessler Consulting updated the council on the project schedule and financing. They told the council that design plans must be submitted to the Ohio EPA by March 1, 2025; the project is expected to be ready to go live in late 2026 or 2027. Wessler also noted the first payment on the design loan will be due in 2026 and reported the amount as $75,800.
Resolution 24-05, as read to the council, authorizes the mayor to apply for, accept and enter into an Ohio EPA WSRLA agreement on behalf of the Village of Holgate for design of the water-systems improvements project and designates a dedicated repayment source for the loan financing. Council first voted to suspend the three readings (motion by Mike Medina, second by Jamie Hohenberger) and then approved the resolution (motion by Jeffery Rothman, second by Medina).
Roberta Streiffert of RCAP also briefed the council on ongoing work to analyze future water rates and provided a handout for council review; council asked for further discussion on rates at a subsequent meeting.
Next steps recorded in the meeting minutes: staff and consultants will proceed with the EPA application and related design work on the timeline discussed, and council will review rate analyses and repayment options at future meetings.
