Lumpkin council adopts three ordinances and approves prayer at meetings

Mayor Jimmy Babb read the ordinances aloud before votes. The council voted 5–0 to adopt Ordinance 25-01 (updates to Chapter 14, offenses and miscellaneous provisions), Ordinance 25-02 (a new Chapter 5 covering building, construction and related activities) and Ordinance 25-03 (technical code and building-permit authorization). F. Brown moved and D. Thomas seconded the motion to pass Ordinance 25‑01; B. Cullefer moved and F. Brown seconded the motion to pass Ordinance 25‑02; F. Brown moved and B. Cullefer seconded the motion to approve Ordinance 25‑03.
The council also approved a motion, 5–0, to add a recurring prayer to city council meetings. Councilmember D. Thomas moved the prayer motion; B. Mallory seconded.
Council members said they had read the ordinances during the called meeting and voted after the second readings. The council did not record any amendments to the ordinances during the April 15 vote. The mayor said the council discussed personnel matters in an executive session that followed; the record shows no formal personnel action was taken.
The ordinances take effect according to the city’s adoption rules; the clerk’s office did not specify an effective date at the meeting.
What’s next: City staff will publish the adopted ordinances and update permit and code materials for applicants and inspectors. The council record shows the building-code updates were a recurring agenda item and staff previously noted the city must adhere to the International and Residential Building Codes.
