Lumpkin council approves Elm Street repaving, SPLOST allocations and bank-account shift

Mayor Jimmy Babb presided over the City of Lumpkin council meeting on Dec. 10, 2024, where members approved using Local Maintenance and Improvement Grant (LMIG) funds to repave Elm Street and adopted two financial resolutions affecting the city’s capital plans and banking.
The council voted to accept Oxford Construction’s proposal to pave all of Elm Street for $93,495, a figure the clerk described as substantially lower than a prior $350,000 quote; work is scheduled to begin in March 2025 and will use the city’s LMIG account. Clerk Anne Holloway told council members she had spoken with “Clayton from Oxford Construction” and confirmed the lower price.
The meeting also included two formal resolutions. The mayor read Resolution 2024-13 to close checking accounts at Five Star Bank and open checking and savings accounts at Citizen Bank; Councilmember B. Cullefer moved to approve the resolution, which the council adopted. The mayor then read Resolution 2024-14 on proposed SPLOST 2025 projects. Council members agreed to the project list with two specific allocation adjustments: City Hall was set at $55,000 and Recreation at $30,000. The council also agreed to seek a holiday tree next year with an approximate $5,000 budget.
Council members framed the actions as routine fiscal housekeeping and project planning. Councilmember B. Cullefer made the motions for the LMIG expenditure and the banking resolution; motions were seconded and approved by the council. No public opposition to these items was recorded at the meeting.
The council’s approvals leave Elm Street repaving scheduled for March and set the outline for SPLOST project funding pending the SPLOST 2025 process. The council adjourned after completing the agenda.
