Franklin City Council unanimously approves sale of 449 S. Main, salt purchase and short police contract extension

Franklin City Council met virtually on June 1 and voted unanimously on three agenda items: the competitive sale of a city-owned property at 449 South Main Street, purchase of de-icing salt through a county purchasing program, and a short-term extension to the city’s police union contract.
The council adopted Ordinance 2020-08 to offer the property located at 449 South Main Street for sale by competitive bidding with a minimum starting bid of $10,000. Law Director Lynnette Dinkler told council the ordinance authorizes advertising the property for several weeks in compliance with the City Charter, Section 3.03(i). City Manager Sonny Lewis said there had been calls of interest and that an interested party had offered the $10,000 amount. Councilor Denny Centers moved to adopt the ordinance; the motion passed with all seven members voting yes.
Council approved Resolution 2020-28 to purchase de‑icing salt through the Warren County Joint Salt Purchasing Program. Public Works Director Steve Inman said the awarded bid was to Cargill Deicing Technology at $80.35 per ton, a $4.05 decrease from the previous year, and that the city had about 100 tons of salt on hand. The resolution passed unanimously.
On labor matters, Council approved Resolution 2020-29, which authorizes the city manager to execute a waiver agreement following a tentative agreement with the Franklin Law Enforcement Association. Manager Sonny Lewis said the only contract change in the tentative agreement was an extension to Article 49 (Duration) through Dec. 31, 2020, and that formal negotiations have not yet been scheduled because of public‑health restrictions and financial uncertainty. The resolution was adopted on a unanimous vote.
