Franklin council awards three-year trash contract to Rumpke; sets unit rates for next three years

Franklin City Council unanimously adopted RESOLUTION 2020-36 on July 20, 2020, awarding the city's three-year solid-waste and commingled recyclables collection contract to Rumpke of Ohio, Inc., the sole bidder.
City Engineer Barry Conway told Council that Rumpke submitted the only bid and that staff recommended acceptance. Conway outlined the proposed unit rates under the new contract: $15.00 per unit for 2020–21, $15.38 for 2021–22 and $15.76 for 2022–23, excluding the existing $2.71 administration fee. He said the bid also covers large-item pickup and includes a tire-recycling line item handled through the Public Works Department rather than curbside residential tire pickup.
"Rumpke of Ohio, Inc. was the sole bidder," Conway said, recommending Council accept the bid as the lowest and best. Councilmembers asked clarifying questions about large-item pickup and tire recycling; Conway confirmed the tire recycling pricing applies to department collections and that Warren County hosts several community tire-recycling events and maintains a list of commercial outlets that accept tires.
Mrs. Debbie Fouts moved to adopt the resolution; Mr. Michael Aldridge seconded. The motion carried on a unanimous recorded vote: Mayor Brent Centers, Vice Mayor Todd Hall, Mr. Michael Aldridge, Mrs. Debbie Fouts, Mr. Mathew Wilcher, Mr. Denny Centers and Mr. Paul Ruppert voted yes.
Council did not modify the administration fee as part of the contract adoption; separate discussion on possible administrative-fee changes occurred later in the meeting. The contract includes standard provisions for container costs and excess-trash charges as summarized by staff.
The resolution approved the contract award and authorized execution of the contract documents. Staff advised they will return with any implementation details and timelines as required under the contract.
