Fulton County commissioners approve budget transfers, grants and contracts

The Fulton County Board of Commissioners on Jan. 15 approved a package of routine resolutions covering budget adjustments, vendor agreements and administrative procedures.
Commissioners Jeff Rupp and Joe Short voted to approve the agenda and the day's resolutions; Commissioner Jon Rupp was recorded as absent. Most motions passed 2-0.
Among the actions the board approved were increased appropriations, transfers and an advance-back of funds. Resolution 2026-033 authorized a $126,000 advance-back for Ditch Improvement and transfers including a $100,000 shift into an unappropriated GT&MV account and smaller adjustments for professional services and supplies.
The board authorized release of second-half 2025 domestic-violence fees to the Center for Child and Family Advocacy (the House of Ruth) in Napoleon under ORC §3113.35, approving Resolution 2026-034. The resolution directs marriage-license, dissolution and divorce-fee receipts collected for Fulton County victims of domestic violence be paid to the agency.
In Resolution 2026-035 the board accepted a $7,710 CEBCO wellness grant to support county employee wellness programming and authorized the board president to sign the agreement.
On infrastructure, the board approved the County Engineer’s recommendation (Resolution 2026-036) to post Bridge 5B.4 (Road 5, 0.4 mile north of Township Road B) with a 17% reduction in gross-vehicle load limits.
The commissioners also approved MOU 2026-03 (Resolution 2026-037) governing safety and security services between the Fulton County Sheriff’s office and the Department of Job & Family Services, and approved a purchase-order edit process and travel requests (Resolution 2026-038) using an edit list prepared by the Fulton County Auditor in lieu of journalizing each individual purchase order.
All motions recorded in the meeting minutes were moved and seconded on the record (examples: Jeff Rupp moved and Joe Short seconded the agenda amendment) and carried by recorded 2-0 votes while Commissioner Jon Rupp was absent.
The board recessed briefly for a public hearing and then adjourned; the meeting was attested by Clerk Jessica Schuette.
