Governing Board reviews Instructional Time Model to expand project-based learning for 2024–25

The Governing Board of the Coconino County Accommodation School District reviewed a proposed Instructional Time Model (ITM) for the 2024–25 school year at a public hearing on Aug. 5, 2024 at the county superintendent’s office in Flagstaff.
Chief Education Officer Dave Dirksen introduced the drafted ITM and outlined its main elements: replacing standard classroom instruction in some settings with structured project-based learning (PBL), revised attendance-taking procedures, and assessment protocols. Dirksen said the document had been crafted for the coming school year and that Principal Les Hauer had developed a detailed PBL plan built from the ITM’s stated minimums.
The proposal drew questions from Board President and Superintendent Cheryl Mango-Paget about whether the ITM could accelerate student learning. Hauer said the model could be used to help students accelerate and complete classes under the PBL approach. Emily Morton, the district AOI coordinator, noted that the amount of time students remain enrolled while in the juvenile detention center would influence whether the ITM could be used effectively there.
Dirksen told the board that Hauer’s comprehensive PBL plan was based on the state’s ITM minimums and that, if the board approves the model, he would forward the plan to the Arizona Department of Education (ADE) for review. Dirksen also said he would request a second public hearing on Sept. 4, 2024 at 9:15 a.m.; the meeting record later includes a posted next-meeting time of Sept. 4, 2024 at 9:30 a.m., a discrepancy noted in the record.
No formal motions or votes were recorded during the Aug. 5 hearing. President Mango-Paget adjourned the meeting at 9:13 a.m. The transcript lists the next board meeting as Sept. 4, 2024 (posted time 9:30 a.m.).
