Franklin Council accepts minutes, introduces street‑lighting and property‑sale ordinances; manager reports census uptick

At the May 4 meeting the Franklin City Council approved the Clerk’s Journal and accepted the tapes for the April 20, 2020 meeting, introduced two new ordinances and heard a City Manager report on volunteer needs and the U.S. Census response rate.
Mr. Michael Aldridge moved to approve the Clerk’s Journal; Mr. Paul Ruppert seconded and the motion passed with Vice Mayor Todd Hall absent at the initial roll call. Council introduced Ordinance 2020‑07, a determination to proceed with street‑lighting improvements in 2021, and Ordinance 2020‑08, authorizing sale of city‑owned real estate at 449 South Main Street by competitive bidding. No public comment was recorded on those introductions.
City Manager Sonny Lewis said he sent an extensive update to council and asked for high‑school volunteers to help the Main Street Food Pantry. He also said the city’s self‑response rate to the 2020 U.S. Census improved from 53% to just over 60% over the prior weekend; the state average was cited at about 58%.
Mayor Brent Centers called for a motion to enter executive session to consider the appointment, employment and/or compensation of a public employee or official; council voted to enter executive session and later returned to open session. The meeting adjourned at 7:48 p.m.
