Franklin City Council adopts CARES Act funding resolutions and approves two SRO agreements

Franklin City Council on Monday adopted four resolutions related to federal coronavirus relief and school safety, and recorded a set of routine motions and roll-call votes.
Law Director Lynnette Dinkler told the Council that RESOLUTION 2020-32, affirming that Warren County’s Coronavirus Relief Distribution Fund will be expended consistent with Section 5001 of the CARES Act as described in 42 U.S.C. 801(d), had been tabled at a prior meeting pending state action and that earlier Treasury guidance misidentified the statutory citation. Vice Mayor Todd Hall moved to adopt the resolution; Paul Ruppert seconded the motion and the Council voted to adopt it (Michael Aldridge recorded as absent).
The Council next adopted RESOLUTION 2020-33, a housekeeping measure documenting that Finance Director Cindy Ryan had created a dedicated fund for COVID-related expenditures and that Warren County requested formal legislation to record the fund. Dinkler said the fund-creation authority derives from City ordinance and staff will continue to monitor federal and state guidance; Mathew Wilcher moved to adopt the resolution, seconded by Debbie Fouts, and the motion passed with Aldridge absent.
Council also approved two memoranda of understanding authorizing the School Resource Officer (SRO) program. Chief Russ Whitman described RESOLUTION 2020-34 as the standard two-year MOU used previously with Franklin City Schools and said the only likely change would be a January pay adjustment if the union contract yields higher officer pay. The Council approved that MOU after a motion by Paul Ruppert and a second from Vice Mayor Hall.
RESOLUTION 2020-35 ratified an identical agreement with the Warren County Education Service Center; Chief Whitman said Officer Josh Reimer will serve as the SRO for the year. That measure also passed, after a motion by Vice Mayor Hall and a second by Denny Centers.
All four resolutions were adopted by recorded roll-call votes with Michael Aldridge absent; minutes and adjournment motions were recorded earlier in the meeting and carried on voice or roll-call votes.
The Council did not allocate specific line-item expenditures during the meeting; Dinkler and Ryan said the City will continue to follow Treasury and state guidance and that the Auditor of State may review the fund’s use. Council members were told that the county has circulated a spreadsheet indicating Franklin’s approximate allocation (see related coverage).
