Council adopts preliminary ODOT legislation for SR 123/Community Park intersection; city share estimated at $232,368

Franklin City Council on May 18 adopted Resolution 2020-25 to satisfy Ohio Department of Transportation (ODOT) preliminary-legislation requirements for a realignment at State Route 123 and the Community Park driveway.
City Engineer Barry Conway told council the plan realigns the park driveway to a 90-degree intersection opposite the new driveway to the Hampton Bennett Early Childhood Center and includes a new traffic signal with pedestrian accommodations. Conway estimated the total project cost at $774,560 and said the City’s share is $232,368; the project is scheduled for the first quarter of ODOT’s 2024 fiscal year.
Council member Denny Centers asked whether the project would interfere with the Board of Education’s work; Conway said he was aware of no reason the two projects would conflict. The resolution passed by unanimous vote (motion by Vice Mayor Todd Hall, seconded by Paul Ruppert).
The resolution is a preliminary, participatory legislative step required by ODOT and does not itself authorize construction spending beyond the process required for state-scheduled projects.
