Council starts process to add Dover zone and raise assessment in Rancho Cordova tourism district

Amanda Arnn, the city’s economic development director, presented a resolution of intention to modify the Rancho Cordova Tourism Business Improvement District (TBID). Arnn said the TBID, established in 2010 and renewed in 2021, currently covers the entire city; the proposed change would create a narrower Dover zone roughly bounded by Folsom Boulevard (north), International Drive (south), Sunrise Boulevard (east) and Prospect Park (west) and increase the assessment rate in that zone from 4.5% to 6%.
Arnn explained the procedural steps required by state government code: if the council approves the resolution of intention, staff will mail notices to affected business owners, hold a public meeting on June 15, and then a final public hearing on July 6 that includes a business-owner protest period. Arnn asked the council to approve the resolution of intention to initiate the process; the council voted to do so. No final assessment change will occur until after the public hearing and any protest process concludes.
