Rancho Cordova adopts framework to handle remote-participation disruptions under SB 707

Staff (Adam and the city clerk's office) said the new law requires eligible legislative bodies to allow remote public comment via two-way telephonic or audiovisual platforms through Jan. 1, 2030, and to adopt a disruption policy by July 1. The policy gives staff a set of steps to try to restore remote access (including attempting reconnection and documenting efforts) before the council may continue business without remote public participation. Staff emphasized training and a technical backstop; they also said Rancho Cordova does not meet the federal American Community Survey threshold that would require agenda translations into other languages at this time.
Council members raised operational questions about platform choices (Zoom vs. Teams), whether IP-level blocking is possible, and how the city will balance accessibility against the need to curb disruptive participants. James Garcia urged clear public communication about the return of remote participation and cautioned against forcing residents to install unfamiliar platforms. Council approved the staff recommendation and the resolution authorizing the disruption-handling procedures; staff will provide training for council and technical staff and publish guidance for residents.
