Council approves SB 1 project list and three-year TMA transportation contract

On Item 9.8, staff recommended and the council adopted a resolution that identifies neighborhood projects for fiscal-year 2026–27 funding under SB 1 (the Road Repair and Accountability Act of 2017). Staff explained that the city's annual SB 1 allocation is roughly $2.3 million and that neighborhood rehabilitation costs can vary; staff said a typical large-neighborhood rehabilitation can approach $10 million. Council discussion focused on sequencing (Countryside, Lincoln Village, Stone Creek) and the administrative need for flexibility when closing and reporting state-funded projects.
On Item 9.12 the council authorized the city manager to execute contract number 2026-78 with Corridor Transportation Management Association in an amount not to exceed $2,282,984 for transportation demand-management services covering FY2026–27 through FY2028–29. Staff said about half the contract budget supports shuttle services, including trips that bring Sunrise–Douglas students to Albayani Middle School and other Elk Grove schools; staff also said the TMA's shuttles currently have waiting lists. Council members requested a fuller operational presentation from the TMA at a future meeting to review program metrics and return on investment.
Both items were approved by roll-call vote with all members present voting in favor.
