Glandorf council approves $130,000 street transfer, center stripe on Main Street and updates permits

Glandorf — The Glandorf Village Council on Sept. 9 approved a series of routine municipal measures, including a $130,000 transfer from the General Fund to the Street Fund to pay for 2025 street work, a $40,000 increase to 2025 appropriations for sidewalk work and a decision to paint a center stripe on Main Street.
Fiscal Officer Sharon Stechschulte told council the $130,000 transfer was included in the village budget; the motion to move funds was made by Doug Trombley and seconded by Scott Buckland and carried with council approval. Sharon also presented Resolution #2244 to amend the 2025 Permanent Appropriations, seeking a $40,000 increase for the Street Fund to cover additional sidewalk work. The council approved Resolution #2244 by roll call, with all members voting Aye. The council also approved Resolution #2245, accepting the 2026 amounts and rates as determined by the Putnam County Auditor; that resolution passed by roll call, all members voting Aye.
Council agreed to proceed with a center stripe on Main Street at an estimated cost of $3,000 after a motion by Dale Warnecke and second by Kristen Gerding-Heffner. The council also approved the minutes of the Aug. 5 meeting (moved by Scott Buckland, seconded by Kristen Gerding-Heffner) and approved the list of bills (moved by Dale Warnecke, seconded by Zachary Klausing); Council member Dale Warnecke abstained from votes specifically involving K&L invoices, which was noted in the minutes.
On public-safety and operations, Police Chief Jared West arranged for an automated external defibrillator to be "reworked" with help from the Putnam County Office of Public Safety; that AED is now in the Deter's Park concession area, and efforts continue to secure a unit for Main Park. Council approved Sharon Stechschulte attending the annual Ohio Auditor of State training and approved the purchase of up to $750 in ammunition for Chief West’s training in October.
Sharon reported that new permits consistent with the village's approved Zoning Code are nearly complete; the documents will be reviewed by the village solicitor and the Planning Commission, with an expected effective date of Jan. 1, 2026. Council also discussed maintenance options for recently purchased ground and will consult local farmers about fall mowing; Lions Club member Steve McKee suggested planting trees to reduce future maintenance.
Other items: Trick-or-Treat was set for Oct. 23 from 6 to 7 p.m., coordinated with the Village of Ottawa and Ottawa-Glandorf Schools; work on a new village website is expected to be completed by the end of the month; the Board of Public Affairs reported that a composting audit verified compliance with EPA-related updates; and the village must update the Putnam County Local Hazard Mitigation Plan by Sept. 30 to remain eligible for FEMA mitigation funding.
Mayor David Dalrymple thanked volunteers, the Park Board, the Garden Club and the Lions Club for a successful ParkFest, which council members said went well over a three-day schedule. The mayor also reported preliminary planning for a trip to Glandorf, Germany, in June 2026 coordinated by Fr. Eric Kaufman and noted a reciprocal visit from the German group is planned for summer 2028.
The council scheduled its next meeting for Oct. 7 at 7:30 p.m. and adjourned after a motion by Zachary Klausing and a second by Dale Warnecke.
