Mayor David Dalrymple presided as the Glandorf Village Council on Feb. 4, 2025 and approved Resolution No. 2241, which authorizes the Fiscal Officer to pay bills directly through a vendor’s website and to issue employee payments via direct deposit through the village bank’s website.
The resolution was introduced at the recommendation of the village’s insurance agent. Doug Trombley moved to adopt the resolution; Kristen Gerding‑Heffner seconded the motion. The council approved the measure by roll call vote: Brian Inkrott — Aye; Dale Warnecke — not present (n/a); Zachary Klausing — Aye; Scott Buckland — Aye; Kristen Gerding‑Heffner — Aye; Doug Trombley — Aye.
Fiscal Officer Sharon Stechschulte had circulated supporting materials and the council discussed the change as an administrative step to streamline payments and payroll processing. The council did not record additional conditions or amendments to the resolution at the meeting.
The resolution empowers the Fiscal Officer to use secure online vendor portals and the bank’s direct-deposit functionality to process disbursements and payroll; the council did not specify additional internal controls at the meeting. The village will implement the practice under the Fiscal Officer’s oversight and according to the bank and vendor terms.
The council moved on to other agenda items after the vote.
