Gambier council authorizes Aspen Energy to broker village electricity and natural gas aggregation

Gambier Village Council on March 2 unanimously adopted emergency resolutions allowing Aspen Energy Corp. to act as the village’s broker for electricity and natural gas aggregation programs.
The resolutions — passed with Phil Brooks, Liz Forman, Alison Furlong, Morgan Giles and Calvin Murphy voting yes and Alec Wood absent — suspend the usual three‑reading rule so the administrator can execute supplier agreements when the village is satisfied with terms. Council members and village staff said the step is intended to allow the village to lock in potential savings quickly when market prices move.
Jay Snell and Ray Finnegan of Aspen Energy told council the proposed aggregation approach is an opt‑out program and that the company typically sees 85–90% participation among eligible residents once enrollment begins. Aspen representatives said their staff will meet with residents to address questions and concerns before any contract becomes binding.
Village Administrator Courtney DeCosky said staff will work with Aspen to review terms before moving forward and will notify businesses and residents in advance of any enrollment activity. The council recorded roll‑call votes for both resolutions and approved them as emergencies.
The emergency resolutions authorize (1) Aspen Energy to act as broker to investigate and, if warranted, implement an electricity supply agreement other than the incumbent utility and (2) the Village Administrator to do the same for natural gas supply. Both resolutions state the council will only execute supplier agreements after staff and council are satisfied with terms.
Council members asked staff to coordinate resident outreach and to clarify program timelines; Aspen representatives said electricity negotiations are likely to take place earlier in the year and natural gas later in the season. No specific supplier, rate or contract term was finalized at the meeting; the resolutions permit staff to act when favorable terms are available.
