Greenburgh holds public hearing on proposed CDBG projects including sidewalks, playgrounds, a seniors/youth bus and clinic upgrades

Greenburgh officials and community representatives presented a slate of Community Development Block Grant (CDBG) candidates during a July 10 public hearing, outlining project scopes, estimated costs and matching funds.
Winsome Gordon, Grants Coordinator for the Town of Greenburgh, opened with a CDBG overview and listed proposed resolutions the town plans to submit to the Westchester County Urban Consortium for fiscal years 20252027. She explained that CDBG projects must meet HUDs national objectives (benefit low- to moderate-income persons, eliminate blight or address urgent needs) and stressed community participation in prioritizing applications.
Key project proposals presented
- Doves Ferry (Dobbs Ferry) Road sidewalk: Commissioner Garrett presented a plan for a south-side sidewalk spanning about 3,000 linear feet to connect from Route 119 to Sorrentino Place. He said county planning verified that the project would serve a census tract with at least 52% low-to-moderate-income residents and requested $200,000 in CDBG funds to supplement $1,000,000 in community project funding and other local matches. A preliminary NYSDOT design approval was reported; construction could begin in May 2025 if funded.
- Theodore D. Young Community Center bus: Terrence Jackson requested $200,000 in CDBG funds for a 40-passenger hybrid/electric bus to transport seniors and youth; he described fuel-cost and environmental benefits and noted existing parking and charging plans.
- Lois Bronze Childrens Center playground (phase 2): Joan Lewis Shepherd and Commissioner Richard Fawn described replacing playground equipment damaged by Hurricane Ida and completing the second phase to serve ages 512. Requested CDBG amount: $137,500 with a 50/50 match noted in one item; timing depends on bids and capital budget alignment.
- Old Tarrytown Road Park improvements: Parks Commissioner Joe Lucchese outlined playground replacement and rubberized surfacing to resist frequent flooding; the town proposed $250,000 in the 2026 capital budget plus in-kind labor ($5050,000) and requested $200,000 in CDBG funds.
- Union Baptist Church: Pastor Ferlin Williams requested $25,620 (50% match on a $51,241 project) to restore restrooms and repair a collapsed sewage line; he said the congregation has raised matching funds.
- Westchester Community Health Center (formerly Greenburgh Health Center): Director of Facilities Tony Cappa and administrator Simone Walker described safety issues at the clinic entrance on a busy road and asked for funding to create separated entrance/exit lanes and four new exam rooms to improve urgent/walk-in care capacity.
Board members and presenters discussed match amounts, eligibility details and the competitive county review process. Winsome Gordon said applications will be competitive and the county will determine awards after reviewing all submissions.
The public hearing record was left open for two weeks for additional written comment; the town board is scheduled to consider the resolutions on August 14, 2024. Several presenters noted requests may be adjusted to respond to county guidance and bidding results.
