Planning Commission approves tentative parcel map for Mercantile Drive; consent calendar cleared

The Rancho Cordova Planning Commission unanimously approved a tentative parcel map Tuesday night that will subdivide 2643 Mercantile Drive, a 3.44-acre light industrial site, into three parcels and adopted the required findings and conditions of approval.
Assistant planner Eileen Lee presented the project (PLN-1225-0145), saying the proposal would split the site into three parcels "ranging from approximately 0.82 acres in size to 1.8 acres in size," and that staff had determined the project was exempt from the California Environmental Quality Act under the Minor Land Division exemption (CEQA Section 15315). "This evening, I will be presenting the Mercantile Drive tentative parcel map," Lee said during her presentation.
The commission opened and then closed the public hearing after the clerk reported there were no public speaker cards. During commission questions, Commissioner Hune said he was concerned the larger building "didn't have adequate parking"; Commissioner Raymond asked how reciprocal parking and access agreements would be enforced if the parcels later had separate owners. Lee and a city staff member said a draft reciprocal access and parking agreement is included in the project materials, that it is intended to "run with the property," and that future property owners would be asked to sign and adhere to the agreement and its maintenance provisions.
After those clarifications, a motion to approve the staff recommendation and adopt the resolution approving the tentative subdivision map passed on a 6-0 roll call vote. The commission also approved the consent calendar earlier in the meeting by the same margin.
Why it matters: The subdivision will allow the existing industrial site near the Folsom South Canal to be sold or developed in separate parcels, which can affect future tenant mix, parking arrangements and property maintenance responsibilities. Commissioners flagged parking and long-term enforcement mechanisms as the primary practical concerns during the item.
