Committee flags steep-slope and easement constraints for Encinal Court pool and ADU plan

Town planning staff provided a technical update on a property on Encinal Court where an applicant proposes a large swimming pool and an accessory dwelling unit. Tim, who briefed the committee, described a constrained site: "It's a pretty challenging site because there's a whole easement downslope for the property," he said, noting steep contours, riparian setbacks and on-site septic service rather than sewer.
Staff said the design team is revising plans to avoid easements and meet grading standards; options include a design approvable through staff site development review or presentation to the Planning Commission for a minor grading-policy exception. Committee members raised tree preservation, the risk of erosion and how drained pool water would be handled; staff and members said conditions of approval could require the applicant to truck out pool discharge and include ongoing maintenance stipulations that protect creek and oak trees.
Tim offered to share maps showing the conservation/ slope easement lines and to arrange a site visit for committee members. The committee did not make a decision at the meeting but asked staff to return with revised plans and easement maps before the matter proceeds to hearing.
