Measure P committee recommends Vallejo youth asphalt-art pilot; council must approve funding

The Vallejo Commission on Culture and Arts received an update on May 27 that the Measure P oversight committee recommended the commission’s proposal to fund a youth-led asphalt art and traffic-calming pilot, but that final funding depends on an upcoming city council budget vote.

Commissioner Thorson, who presented the Measure P update, said the oversight committee did not approve many requests and that Vallejo’s proposal was among a small number recommended for funding. “The committee did not approve many requests. We were one of a few, maybe two or three,” Commissioner Thorson said.

Staff told commissioners the Measure P recommendation is part of a two-step process: Measure P makes recommendations during oversight review, and the city council conducts the final budget vote and may amend amounts. Staff estimated the council budget hearing will occur in early June because the city’s approval timeline was delayed this year.

Commissioners discussed logistics — whether the pilot would be a one-time project (staff confirmed it was a one-time request), where to start the project geographically, and how an ad hoc committee could shepherd project planning if Measure P funding and council approval move forward.

No formal motion to commit funds was approved by the commission at the meeting; the next step is for council to act on the budget request. Commissioners were encouraged to attend the council hearing to advocate for the recommended funding.

If the council approves funding, commissioners anticipated convening an ad hoc committee to address district selection, vendor procurement and implementation details.
