Bateman's Refuse seeks higher rates in franchise renewal; village solicitor urges quotes for due diligence

Representatives of Bateman's Refuse told Jacksonville council on Nov. 20 that the company's existing contract with the village dates to 2010 and has been auto‑renewing, and that rising costs — including fuel, landfill charges and a new requirement that truck drivers hold commercial driver's licenses — have increased the cost of providing service.
Allison Jago‑Bateman said many outside customers already pay nearly double Jacksonville's current contracted rate. Bateman's proposed raising residential monthly service from $16 to $20, and increasing dumpster and appliance removal fees (proposed dumpster fees: $42 for a 1‑yard, $55 for a 2‑yard and $78 for a 4‑yard container; appliance/furniture removal from $10 to $20). The company also proposed increasing fees for additional bags beyond the limit from $1 to $2 each.
Allison acknowledged that the village may choose to put the franchise out to bid. Solicitor Andrew Grillo told council he does not believe the contract must be competitively bid because the village receives no franchise fee, but he recommended the village solicit quotes from other providers for comparison and due diligence and suggested separating a municipal franchise agreement from individualized customer rates. Grillo said he will draft legislation for the December meeting and that Bateman's would provide updated pricing for that draft.
Peggy Bateman asked the district to help with outreach for a community cleanup after low turnout at a recent event; Jane Redfern of the Athens‑Hocking Solid Waste District offered to help publicize events and said she could place signs notifying residents.
Bateman's said it will implement an increase for customers outside Jacksonville in January 2025; the company asked the village to consider updated contract terms for the village's residents. Council did not take final action on the franchise at the Nov. 20 meeting and instructed Solicitor Grillo to prepare draft legislation for the December council meeting.
