Jacksonville council awards paving contract, adopts emergency 2025 appropriations and approves routine business

The Village of Jacksonville council met in special session on March 30, 2025, and unanimously approved several measures including awarding a paving contract to McKee Paving and adopting an emergency permanent-appropriations ordinance for 2025.
Fiscal Officer Heather Rockwell reported, on behalf of DLZ Ohio, that one bid for the village paving project was received from McKee Paving and that the bid came in under DLZ Ohio’s estimate; DLZ recommended accepting the bid. Councilperson Butch Chapman moved to award the paving contract to McKee Paving; Councilperson Jay Chapman seconded the motion and all council members voted yes.
The council also handled routine financial business. Rockwell requested approval of the December 2024 financial statements and bank reconciliation presented at the February 27 meeting; Butch Chapman moved to approve the December documents, Rachel Gratz seconded, and the motion passed unanimously. Rockwell presented the January and February statements for review.
On the budget front, Council suspended the rules to read Ordinance 2025-4 by title and declared an emergency; that ordinance, "An Ordinance to Make Permanent Appropriations for the Current Expenses and Other Expenditures of the Village of Jacksonville, Ohio, During the Fiscal Year Ending December 31, 2025 and Declaring an Emergency," was then adopted by unanimous vote. Council moved quickly to treat the appropriations as an emergency measure.
The council also approved a written agreement with the Eagles club concerning a planned sewer-line relocation that will require excavation on village property. Solicitor Grillo prepared an agreement requiring the Eagles to return any village property excavated to the condition it was in prior to work; Butch Chapman moved to enter into the agreement, Eric Clift seconded, and the motion carried unanimously.
On human-resources and benefits matters, Rockwell told council that renewing the current employee medical plan without change would generate an approximate 10 percent increase in premiums. She said that switching to a higher-deductible plan and joining the Premium Saver Program would produce an approximate 11 percent decrease in premiums over current rates, with no change in overall deductible or coverage but requiring employees to carry two insurance cards. Councilperson Butch Chapman moved to authorize the Fiscal Officer to renew insurance with the Premium Saver Program option; Jay Chapman seconded and the motion passed unanimously.
Other procedural items included a motion by Eric Clift to excuse Cameron Lowery and Angela Strock from the special meeting and approval of the February 27, 2025 minutes. The meeting adjourned at 1:11 PM.
