Middletown Town Council approves hires, contracts, election board and park appropriation

The Middletown Town Council on July 2 approved a series of routine personnel moves, contracts and funding actions, including a resolution to add $25,000 to the town’s Park Fund and an interlocal agreement with Fall Creek Township to split costs for a proposed merger study.
Police Chief Amanda Kirby asked the council to allow an interview of Benjamin Szubryt for a part‑time dispatcher slot at Grade 1 with a plan to advance to Grade 3; the council approved the interview request and also authorized starting the hiring process for a full‑time dispatcher. Council member Gary Kendall moved to approve the interview request; Donita Chambless seconded and the motion carried unanimously.
The council approved a $10,500 claim from Butler, Fairman & Seufert for engineering services linked to a recent downtown sewer repair. Donita Chambless moved to approve payment; Dan Fountain seconded and the motion carried unanimously.
Council member Dan Fountain moved to form a Town Election Board to oversee the fall election; Gary Kendall seconded and the motion passed 4–1, with Council member Donita Chambless voting no.
BFS presented a contract with E&B Paving for work in nine town locations. Town Attorney Joel Harvey advised that the contract must be returned before the next meeting and recommended approving it at this session contingent on his review; the council approved the contract on that condition.
In finance actions, the council unanimously adopted Resolution 2019‑07‑02‑01 to appropriate an additional $25,000 for the Park Fund’s 2019 budget. The council also approved an interlocal agreement with Fall Creek Township to equally share costs of exploring a proposed Town‑Township merger, capped at $15,000 per party.
A reimbursement request by Warren Melton for $100 to restore water service at a rental property passed on a 3–2 vote; Donita Chambless moved the reimbursement and Dick Schwalm seconded, with Gary Kendall and Dan Fountain voting against.
The council authorized employee Brenda Real to work from home on a town laptop as she takes on administrative assistant duties; the motion passed unanimously. Utility Department staff reported installation of about half a dozen radio‑read meters, and Chief Kirby said reserve officers’ new vests will be fitted on July 14, 2019. Council members also discussed plans to finance a fire truck and related SBCA equipment through coordinated six‑year bonds for both the Town and Fall Creek Township; the council agreed to seek bond‑attorney proposals and to continue the item at the Fire Truck Committee.
