Vallejo police oversight commission agendizes bylaws, goals and complaint-form review for June meeting

The Vallejo Police Oversight and Accountability Commission voted to place three policy items on its June 14 agenda and to schedule a fourth for July 9.
Chair Lewis moved to agendize creation of POAC bylaws, commission goal setting and a revised Vallejo Police Complaint Form for the June 14 meeting; the motion was seconded and carried with all members present. Legal counsel told the commission, “It’s my opinion that all of the items on the list meet the criteria in the Municipal Code,” referring to Vallejo Municipal Code section 2.26.130.
A commissioner told the panel they had provided Secretary Connolly with a draft list of priorities for 2026 and said staff had copies available to help the commission prepare. Legal counsel recommended appointing ad hoc committees to draft bylaws and to work on goal setting, saying those projects were better handled outside a single meeting and that staff could assist the ad hoc groups.
Commission staff and members discussed timing. Commissioners and staff agreed items 1–3 (bylaws, goals and the complaint form) would be considered at the June 14 meeting, while item 4 (formal training and operational procedures) would be placed on the July 9 agenda to allow additional research and preparation. The commission recorded a unanimous voice vote and adjourned.
Next steps: the commission will review the listed items at the June 14 meeting; staff and any appointed ad hoc committees are expected to provide drafts or materials for those agenda items.
