Vallejo council opens special meeting, moves into closed session on litigation and labor talks

The Vallejo City Council called a special meeting to order at 5:02 p.m. and promptly adjourned into closed session to discuss several pending legal matters and labor negotiations.

The mayor opened the session and invited public comment on the closed-session items before the council went behind closed doors. The city attorney read the closed-session agenda into the record, citing California Government Code section 54956.9(d)(1) for existing litigation and section 54956.9(d)(4) for anticipated litigation initiation, and section 54957.6 for labor negotiations. The city attorney listed several matters that will be discussed in closed session, including Leitzke v. City of Vallejo (Solano County Superior Court), Jaeger Vineyards LLC v. City of Vallejo (Napa County), and multiple disputes involving American Canyon in Sacramento and Marin counties.

The city attorney also identified the agency'designated representative for labor talks as Stephanie Cifuentes, the human resources director, and named the employee organizations to be discussed: the Vallejo Police Officers Association and the International Association of Fire Fighters Local 1186, along with confidential and managerial professional employees and unrepresented employees. The city attorney said those matters are listed on the meeting agenda.

When the mayor asked whether anyone had signed up to speak on the closed-session items, the city attorney reported that none had. With that, the council adjourned into closed session.

Because these items were taken into closed session, no public deliberations or decisions on the merits were recorded in the public transcript. Any formal actions, settlements or directions arising from the closed session will be disclosed in accordance with applicable law and future public records or subsequent open-session reports, if and when the council authorizes disclosure.
