Hillsborough Council approves consent calendar including landscape contracts, telecomm assessment and ADU ordinance

The Hillsborough City Council approved the Consent Calendar on April 13 after brief discussion of several items. The unanimous roll-call vote approved minutes, claims, reports and a range of contracts and resolutions.
Key consents included adoption of an ordinance amending Chapter 17.52 of the Hillsborough Municipal Code on Accessory Dwelling Units (ADUs) (statutorily exempt under Public Resources Code Section 21080.17); renewal of Ordinance No. 785 and approval of the annual Military Equipment report; authorization for the City Manager to execute a JPA administrative amendment reflecting Peninsula Clean Energy’s name change to WestLight Energy; and authorization for the Mayor to sign a letter in support of SB 968 (Becker) to make San Mateo County Community College District free college permanent.
The Council also authorized several service agreements: a telecommunications needs assessment with EN Engineering, LLC d.b.a. ENTRUST Solutions Group (not-to-exceed $148,708, contingent on final negotiations); a three-year vegetation management agreement with Bay Area Tree Specialists, Inc. (two-year base $173,438 with optional third-year $93,819 and 10% contingency); a two-year agreement with Go Native, Inc. for vegetation management (two-year base $320,756 with optional third-year $160,544 and contingency); and multiple landscape maintenance agreements (Gachina Landscape Management, Inc.; Bay Pro Landscape Maintenance, Inc.) with specified not-to-exceed amounts and contingencies as recorded in the minutes. The Council also approved an amendment to the countywide animal control services agreement for a three-year term beginning July 1, 2026.
Most consent items were approved by the full Council following discussion of Items 7 and 9. The minutes record Council appreciation for the Hillsborough Beautification Foundation in items concerning landscape work and list staff’s authority to finalize contract terms to the satisfaction of the City Manager and City Attorney where noted.
