POAC forms ad hoc committees for bylaws, goals and complaint-form review; annual report approved

On bylaws, commissioners discussed creating an ad hoc subcommittee to draft bylaws and appointed members; Commissioner Yen moved to form a committee including Chair Lewis, Vice Chair Sykes and Commissioner Qualls, and the motion passed unanimously. Commissioners also agreed to set up a goals subcommittee to develop POAC objectives.
A lengthy public exchange and presentations on the complaint form led commissioners to assign the complaint-form review to an ad hoc committee. Public commenters — including Dr. Schoisel and Jose Carrizales — urged the commission to make the complaint process more citizen-friendly, add confidentiality language, create a diagram of the process, interview past complainants, and set timelines for drafts and public review.
The commission adopted a resolution appointing commissioners Qualls, Lewis and Roy to the complaint-form ad hoc committee; the motion passed by all members present. Carol Heap and others encouraged deadline-driven work and recommended borrowing proven complaint-form templates from other civilian review agencies.
The commission also discussed its annual report and addendum, noting the report should include trainings, complaint counts reviewed, investigatory reviews and policies approved; commissioners approved the report unanimously. In a closed session, the commission reviewed multiple complaint files (CC 26-41 through CC 26-49) and continued two investigative reports (IR 26-01 and IR 26-02) to the July meeting.
