Hillsborough council outlines concerns as Crystal Springs Uplands School seeks enrollment increase

The Hillsborough City Council on March 9 received a presentation from Crystal Springs Uplands School about a proposed enrollment increase and identified several issues the school should address during environmental review.
Assistant Director of Building & Planning Liz Ruess introduced the item and Kelly Sortino, Head of School at Crystal Springs Uplands School, provided the presentation. During the public comment period Grant Baker asked what percentage of Uplands campus enrollees are Hillsborough residents; Sortino referred to her presentation in response.
Council members focused on potential impacts that should be included in the environmental‑review scope: traffic and circulation during pick‑up and drop‑off, shuttle service options, parking and neighborhood spillover parking, noise and vehicle trips from new student drivers. Mayor Sophie Cole summarized the council’s list of key scope considerations for staff to evaluate.
No formal action was taken; the discussion was preliminary and intended to guide the environmental review and any future discretionary approvals. Further neighborhood outreach and technical traffic analysis were identified as likely next steps.
