Hillsborough council approves audit, construction contracts and sets sewer rate hearing

The Town of Hillsborough City Council on March 9 approved a slate of consent items, awarded several public‑works contracts and accepted a sewer rate study that will trigger a noticed public hearing.
On a unanimous roll‑call vote the council approved the monthly claims and a three‑year audit services agreement with Eide Bailly LLP not to exceed $279,426 (excluding single‑audit fees). The council also adopted a revised Memorandum of Understanding with the Hillsborough Beautification Foundation and authorized event permits for the Hillsborough Schools Foundation Fun Run, the SolMateo Signature Kitchen Tour and the Hillsborough Beautification Foundation Celebrate May! event.
The council accepted as complete public‑works contracts, including the Chateau Drive Sanitary Sewer Rehabilitation & Replacement Project (final amount $664,296) and the Darrell Water Tank Replacement Project (final amount $7,187,653.69), and awarded a Skyfarm 3 Tank interior recoating contract in the amount of $350,000 with a 20% contingency for a total of $420,000.
Separately, after receiving a presentation from HF&H Consultants, the council accepted the recommendations of the 2026 sewer rate study and instructed staff to mail the Notice of Public Hearing on proposed adjustments and to set that hearing no fewer than 45 days after mailing, following procedures in Government Code section 53759. Assistant Finance Director Rich Santiago and HF&H Project Manager Gabe Sasser answered a resident question about inflation assumptions during the presentation.
An ordinance amending Chapter 17.52 of the Hillsborough Municipal Code related to Accessory Dwelling Units and Junior Accessory Dwelling Units was introduced and further reading was waived by unanimous roll call vote. The council also accepted the 2025 General Plan Annual Progress Report, noting a typographical correction in Attachment 4 (total units for 2024 corrected to 44).
The council’s approvals were unanimous unless noted otherwise. Next steps include mailing the sewer‑rate hearing notice and the formal public hearing on the proposed sewer adjustments, and the ordinance amendment will return for subsequent readings as required by law.
